You need to register an HTC developer account and have them send you the bootloader unlock code.
http://www.htcdev.com/bootloader/
Note that you need to know how to setup and use Android ADB to unlock the bootloader.
You also need to note that your warranty is void once you unlock your bootloader.

dismantle the phone and remove the volume up and down button, try once.....if works, you need to change volume buttons.
