Not able to stop android is starting which shows 2 gears turning

My unit will not stop with 2 gears turning with below them shows Android is starting...

Optimizing app 5 0f 46.

A thin bar shows a white portion about 1 tenth across the length of the line. It hasn't moved all last night. Not able to shut off.

What should I do to fix this problem?

This tablet is a samsund model: SM-T560NU.
