Why does my phones flashlight flash when my phone unplugs?

So whenever I take my phone of the charger or when I get a call, my phones flashlight blinks on and off twice while vibrating. Nothing's been changed about it and I've tried basically everything to try and make it stop, oh this may not be related to it but does anyone also know why my phone doesn't alert me of texts?
