phone is stuck on second screen

the phone went flat so I put on charge - now fully charged - turns on and asks me to select language so select English then it goes to select wi fi but it does not accept the wi-fi and there is no option to skip wi-fi - am stuck on second screen - I have removed the battery and replaced and removed the sim card and replaced and also put the sim card in the second slot - the phone boots up as if it has been factory reset but won't allow me to progress past the second screen - all suggestions appreciated.
