What does it mean when the Activity light is flashing? How do I fix it

On my modem, all the lights are green. The only problem is the Activity light is flashing and I have no internet connection when i connect to the wifi. I tried reseting it, hitting the “stand by” botton for 30 seconds and made sure all the wires were connected properly and correctly and nothing seems to work. Please help!
