Why Won't my phone turn on properly?

My phone just recently started acting weird. When I turn it on it stay on for 1 second then the screen goes away but the phone doesn’t actually turn off. Also the batter is quickly dieing. When the screen turns on it first say the battery is at 0%.

Does it do this with the charger connected and switch on?
