the device doesnt charge when plugged in. The charger is confirmed to work, and i have already replaced the battery. Im thinking that the large ribbon cable that lays flat at the bottom of the device is damaged. But i am not sure, any ideas would be much appreciated.

Your Tristar IC is likely damaged or broken. That requires either a logic board replacement or a microsoldering job done. I would talk with your local microsolderer about this, replacing the Tristar IC is a lot less then replacing the entire logic board.

I cant seem to find a tristar ic for this ipad model would you be able to help track one down? Also the model id is a1652.
Also can i change the logic board and just use password to unlock the device without using touch id
I couldn’t find a Tristar for your model iPad either. Indeed you can do that. It’s not the least expensive option though.
