bios says hard drive fan failure

I own a optiplex 760 usff when i boot to bios it says hard drive fan failure, but i experimented with it when on bios i unplugged the fan and plugged it back in the fan worked until it got to the windows screen, I also notice there is an empty spot on the motherboard labelled FAN

the picture has a chip that has what looks like a chip that would fit on the spot

i think its a 3 pin connection
