Can I turn on PS3 Super Slim if I remove the hard drive?

So I have a 250gb version that I want to take the HD out and put it into the 12gb version. I noticed the 12gb has no actual removable HD. If I took the 250gb out does it turn that version in a 12gb or will the system not turn on because it’s missing the HD?
