It turns off when I insert the usb cable and it wont charge. help!

i have a ps4 controler that was working fine. now it is not working and i want to fix it.

i have tried everything i know what could fix this problem. and this is what i have ruled out:

The batery is working, the bottom part of the controler is working entirely, i can connect it to my pc via bluetooth and ofcourse all chargers and cables have been checked.
