Samsung Android phone would not turn on after charging for an hour

My Samsung Android ZTE Blade A462 has been on charge for an hour and a half. The Red light is still on and I cannot turn my phone on. The Charger and the power point that I have been using are working fine. What could be causing the phone from not turning on
