What is the normal charging voltage for the USB-C port?

I’m using a USB Type C PowerMeter tester from Jokitech to test the voltage passing through the charging port on a MacBook (Retina, 12-inch, Early 2016) that’s not charging or powering on. The reading I get is 5.13V / 0.00A.

USB-C offers a few different voltages depending on what the device asks for. If you are using the original Apple charger you’ll see on the unit the following:

Apple 30W USB-C Power Adapter: 5V @ 3A, 9V @ 3A, 15V @ 2A, 20V @ 1.5A
Apple 29W USB-C Power Adapter: 5.2V @ 2.4A, 14.5V @ 2A

So your charger is working, the system appears not to be asking for power (no current draw).

Is the battery charged?
Is the cable you are using the original one that came with the system?
