My device wont charge it just turns off after the loading screen shows

My just recently been drained last night. I charged it and it detects the charger yet it only loads up the battery image with the loading icon and wont show the green charging screen. It just turns off then suddenly charges a again and wont charge and turns off. It kept going and going even though i have change the charge. tried plugging it via USB on a power bank laptop and a pc. Direct power wont work also
