should this meter be able to read the 4 ohms my 208 motor winding?

All multimeters i used to buy could read motor coils resistance and servo resistances. should this cen tech be able to read something beside a ceramic resistor. It coil resistance is off rendering it use less. Also not reading true direct current reading unless it is transformer originated. sincerely steve
