Is this the right specs for upgrading an 8 gb RAM mac mini?

No. That is the incorrect speed for the Mac mini’s system.
You would need :
- 2666 MHz PC4-21300 DDR4 SO-DIMM memory
- 260-pin
- Unbuffered
- Non-parity
Its recommended that you setup the ram in these configs :
- Two 4gb sticks (total of 8gb)
- Two 8gb sticks (total of 16gb)
- Two 16gb sticks (total of 32gb)
- Two 32gb sticks (total of 64gb)
