White screen and hazy

My iPad has a white screen with a hazy look, as if in a dream. Tried all the suggestions of hard resets, DFU, etc, it will work for about 10 seconds, then go back to the white haziness.

Will replacing the screen digitizer fix this or is this something else?

I am not a pro, I know almost nothing, so please use laments terms.
