Why are all the charging lights indicators flashing?

The unit switches on without being on charge but speakers distort as if the battery does not have enough output .. when I put the unit on charge, all the battery indicator lights flash together and keeps doing this.

I have a similar problem. Shows fully charged then dies within 20 minutes and when I plug it in all the indicator lights flash in unison.
