Why Can I not Pair Headset to Dongle?

I am unable to pair my Wireless Stereo Headphones to the Dongle. Have tried resetting both the dongle and the Headset, but they do not pair. Blue lights continue to flash without turning a solid blue. Does anyone know why this is?
