After reboot screen blackout with arrow scrolling in loop

System got updates so I reboot, but screen goes black with arrow scrolling above it. Then I tried safe mode by F8, but no progress. Then I tried to clean the ram, no progress but I've noticed that fan is running rarely. What should I do?

Isso provavelmente é erro de software, tenta fazer um teste, troca de HD e baixa um sistema operacional novo, se funcionar o problema é no próprio sistema
