White light, black screen. Not HDMI issue

PS4 Slim, powers on to solid white light, tv recognises the signal but i just get a black screen

I assumed it was a HDMI issue like it usually is. I've swapped both the port and the ic (properly)

Still nothing. I've noticed that while powering off by holding the power button i only get the second beep (i hold it for about 5 seconds, it then beeps and instantly turns off rather than beeps as soon as i press it and then beeps again 5 seconds later and then powers off)

I've also tried connecting the controller with the wire and putting earphones in it to check for sound and there was nothing. The controller won't stay connected after i remove the wire either.

I've tried booting into safe mode but got nothing, i tried a different hard drive from a different ps4 and got nothing.

The eject button works, i hear the 3 beeps.

Side note, does anyone know the value/type of the tiny component to the left hand side of the hdmi ic? It's the one that is the closest of all components and when i say left i mean left when the writing on the ic is the right way up and the hdmi port is at the top of the board. I lost it while refitting the new hdmi ic just to be sure it was connected properly. I had tested before and had the same results so that's not the cause of it not working unless i did indeed fit the ic wrong in the first place although I'm 99% sure it was fitted properly. I checked all joints
