What is the resistance for resistor R12 on the Xbox One X Motherboard?

I recently took on the task of fixing my Xbox One X with a no display issue. It turns on and stays on for a while, but no display from the HDMI Output. I have researched for a while and saw that many people changed the retimer chip (Texas Instrument Chip TDP158) of the HDMI Output. This was my first attempt at hot airing a chip of a board. After much flux, I was able to take it off and replace the chip. The issue was not fixed, but I noticed resistor R12 was shorted to the ground with minimal resistance. Is this normal?
