Brand New Side By Side-not freezing.

M#- WRS312SNHM03; Ser#-HRX2875169. I purchased through American-Freight; a week and a half ago-was delivered to my house-does not freeze. Only portions of the freezer, seems to work; other freezer areas, (not blocked/over filled) do not freeze! Repair guy said the exterior atmosphere is to cold-so, the Thermostat will not kick on! The coldest it has been is Atmospheric- 38°. Bull-PooPoo! BRAND NEW! UGH! WHY?
