After a recent snowstorm, I noticed that I have a blue spot that appears on all of my photos. I cleaned the outer lens. I suspect that there is moisture or dirt on the inside of the lens. Can this be repaired?

Hi Robin!
This issue might be fixable by tearing apart the camera and cleaning the lens from inside. If you want and can do it then here is something helpful.

If not then take it to a professional service center to get it fixed.

I would hold off until we can clarity on what the spots are as it could be the CCD is damaged.
