Generally speaking, most laptops made within the last 5-8 years support at least 16GB. The one common exception always tends to be super cheap (read: junk) budget laptops with one RAM slot/soldered RAM and small NVMe drives on midrange (but nicer than the HP Stream). Cheapo junk like the HP Stream is always eMMC/soldered RAM. Mid spec oddballs may have partially soldered RAM not found on high end machines, usually indicated by odd max memory limits like 12GB (4GB board/8GB SODIMM), but even these can come close to 32GB with a 16GB module, but top out at 20GB of RAM (4GB board/16GB SODIMM)

This one has 2 SODIMM slots and the HP service manual shows 2 slots, so it supports 16GB comfortably. It may support 32GB, according to Crucial.
On higher end "premium" laptops (which are consequently, now being made out of materials like aluminum, to match their pricing, consumer demand and the pushback on plastics), 32GB is the expected minimum for the memory maximum officially supported, and $900+ models better come with 16GB out of the box. My i14 7415 is in this aluminum 32GB class, just to give you an idea on what to expect these "premium" laptops to run for. Sadly, budget machines are hit and miss with 32GB :/.

(Yes, I'm GLAD plastic is a dying material on the $700-800 class of laptops; why were they ever made of cheap materials like ABS to begin with??? Good riddance! We're working on killing off "productivity" 16:9 laptops next and then getting them upgradeable next - I'm ready to see 16:9 die off too).
