Go through a process of elimination. Remove the ram, remove any graphics card that may be installed, check the bios settings. One or more of the hardware items may be causing the issue.

Hey, if the power light is "blinking," there's a good chance the video card is damaged. Video cards are extremely sensitive, so be extra careful when working with it. Also, the RAM might be acting up. Check both of these things, and see if that solves the problem.

It's look like Motherboard problem. Mighbe EC bios failure or IO ic failure.
