All-in-one fans and hdd turns on and off repeatedly without booting

Hi, my hp envy curved all-in-one 34-b010a has stopped working. Upon further investigation, I found out that the board was faulty. When the new board arrived I assembled the all-in-one and when I plugged it into power and turned it on, the laptop never booted (i did this without the case). I only found the fan and HDD turned on and off again and again. Is this normal, do I need to wait, or do I need to replace something?

Voyager "the laptop never booted " what laptop? What exactly does this "i did this without the case" mean? What was the problem before you replaced the board? clarify those things and let's see what you have going on there.

The laptop had its components shorted on the motherboard, therefore I replaced it. When I meant I did this without the case, I meant without the backplate attached and I had said laptop as a typo.

Right. Voyager, what cpu does this machine have in it? Based on hp’s track record I want to assume a laptop chip, so that can’t be replaced.
Anything burnt inside? If there is anything charred then it can be pretty much lethal to a computer.
I will look into anything I can find about this computer online.
As for fans and hdd going on and off, I usually find that it is because it has something missing. Does the back cover have any cables running off it because it might use that to sense it’s fully closed (it’s hp they have a track record for that)

The CPU’s removable. It’s a core i7-7700t processor I’ll try turning it on and see what happens with the backplate on. The motherboard is brand new, i just bought it.
