I was in the middle of modding my ds but quickly stopped for noted reasons and know I reset my 3ds entirely to clear it, removed everything from the sd card and now my ehop has the error 007-2001. I wonder how you could fix this???

To answer your question: Yes, the Nintendo eShop is Region-locked and is determined by both the Nintendo 3DS and the Nintendo Network ID used on the 3DS to access the shop, which is saved onto eShop servers.

Thank you for your answer, but I was wondering if I could like redo this at all because I just can't access the shop anymore
I wish could assist more on the issue, but I am unfamiliar with 3DS modding and the process behind it.
I have heard of people using, Luma3DS and other custom firmwares for their 3DS modding before and heard of https://3ds.hacks.guide/ on Reddit, but this is as much as I know.
Hopefully, you can find more answers there or someone else on here may have a solution.
