Ps4 Pro blue light turns on then shuts off immediately sometimes

A couple of days ago I was playing on it when all of the sudden the screen turns to static and shuts off, after what was about an hour of struggling and research I read that it was more than likely a power supply issue since the blue light and beep of the console sometimes wouldnt happen, after taking it apart and testing it with a multimeter the connector cable read 4v which from what i read is normal since its supposed to be around 5v but when I went to test the area where the prongs connect to the PSU for the 12v it gave me a reading of 10v and then it would drop fast, I for the life of me can not figure out what is wrong with the PSU as getting rid of the dust didnt work and dont know what readings everything is supposed to give i was looking to replace it all together but cant find a single seller or good website that doesnt have bad reviews about the website itself or people saying that the PSU blew out after a month or two, is there a possibility to salvage the PSU by replacing a part in it based on the information above and if not what is a good website or seller to get one from?(ifixit does not have it at the time of writing and the model of the psu is ADP-300FR)
