The first thing I would try is to run system diagnostics, just to rule out the potential for hardware. Other than an issue with your hard drive, which can end in this sort of thing, this is likely to be an issue with Windows.

If it's a Dell, to get to Diagnostics, first turn it off. Press and hold the power button if necessary. Once its off wait ten seconds and then power back on. Once the Dell logo appears, press the F12 key a few times. One Time Boot Menu will show in the corner of the display. From here there should be an option to launch Diagnostics.

Be aware. Dell diagnostics makes VERY loud noises. But it will check for hardware issues. You can usually run extended tests on components as well depending on the exact model.

If everything is good, then it could take some doing to get it back in working order. Software repair is a bit of an art. Otherwise, it might take a reinstall of Windows. It's not ideal, but it gets straight to the point.
