My PS3 Slim Console always failed in 16% while updating

After trying all the solutions I saw on the internet, my ps3 slim console still Stuck in 16% anytime I try to update it, I try more than 15 Hard Drive, formatted with PC to and also downloaded the last firmware on it to a USB drive but nothing changed. I can only update from the Safe Mode. Please I really need help🙏
