The iPad 2nd Gen is no longer supported by Apple as of September 12, 2016. The last iOS update is 9.3.6. The hardware just got too old to support the newer versions of iOS and iPadOS.

Your ipad is probably too old to update. Only way to have latest updates is to buy a new ipad.
