The whole point to this site is enabling people to fix their own devices rather than finding someone to do the work for them so as stated your question isn't really answerable. You may well be able to find someone locally or a mail-in service that can do the job, but that's not what iFixit is for.

If you want to provide the model number of your electric screwdriver we'll be happy to see if we can help you change the batteries yourself by finding instructions or giving you directions.

You do have the right approach, though; with a device that has a rechargeable battery that doesn't charge, the first thing to try is replacing the battery, so in that respect you're on the right track.
