Why touchscreen is not working while it charging?

in my laptop, I just watch movies and series and sometimes I work at MS office. The thing is the battery is like it’s not working without charging. That’s why I have to always charge my laptop and when is charging the touchscreen is not working when I unplugged from charge then it’s working, but when it’s charging then it’s not working.
