You can restore it via iTunes/Finder to completely reset it but you will be required to enter your Apple ID upon reset or the device will be permanently bricked. Plug the device into PC or Mac with iTunes/Finder, turn it off, then hold volume down and power buttons down at the same time. See How to put an iPhone into Recovery Mode. Then, just hit restore.

Reseting the passcode on iPhone is impossible. And there is no way around formatting it.
So, your only option is contact Apple Support, and see if they can reset it remotely. If not, you will need to either take it to an Apple Store, or send it off to Apple.
