why can't my touchpad be used to scroll with two fingers? my touchapad can only be used as a pointer to point the cursor. To scroll the screen up or down can only use the scroll button on the right side of the screen. How can I fix this?

Check what touchpad settings are selected.
Go to Control Panel → Hardware and Sound → Devices and Printers → Mouse.
To get to Control Panel, type control panel in the search box on the left side of the Taskbar and select Control Panel
