I got the whole overhaul on the upper case, new cables, keyboard, and trackpad. Logic board and battery works, But the power button doesnt work. Whats going on?

Did you try the power pads? There are two pads which you can short across to emulate the power button.
Also what is the color of the MagSafe cords LED? Amber or Green.

This mac is from an era when apple just did USB C and no magsafe. For the power pads possibillity, i do not know where it is on the logic board.
