Hi Larry,
This is indeed an odd issue.
First thing you could try is visiting googles account website. Here is a link to it: https://myaccount.google.com/intro/secur...
make sure your signed into the google account that you believe to be the one associated with the phone and scroll down to the devices section. Here you can see all of your devices associated with that account. If your A7 is not there, you could try any other accounts which you may have used on your phone, or if your kids were using your phone, maybe ask them to sign into their own accounts on the website. This may tell you which account the phone believes it is associated to so you can use it to sign back into the phone.
If none of this works, you have 2 other options.
Option 1 is send it to Samsung. Since its unlikely that your phone is still under warranty, Samsung will charge a fee for the FRP lock removal ( Factory Reset Protection - the lock that is preventing you from signing in to the phone). Please note that they may also charge a $50NZD ($31.20USD) inspection fee on top of the FRP removal fee.
Option 2 is use a 3rd party service to remove your phones FRP lock. I have used the following service before and it has always worked fine for me: https://store.unlockboot.com/frp-unlock-...
I hope this helps, let me know if you have any other questions : )

@larrywakefield Were there multiple Google accounts signed in on the device?

@andrewsawesome Thanks for the idea. There were kids using it, and there might be other accounts on there! Maybe the information block is wrong and 'originally associated with' actually means 'last associated with'. I will look into it.

Can you access your Google account online using another device?

Yes, but the problem is that the tab A7 will not accept the Google user and password it is requesting. After I enter the password, it just keeps going back to the enter user name page. I have the tablet listed as one of my devices in my Google account. I have done a couple of factory resets and get the same thing. Some explanation that a reset was performed, and it needs the user and password originally associated with the tablet. No chance the user or password were wrong. I'm just perplexed.
