Unable to install macOS, what could be wrong?

Trying to reuse my old iMac 27” and install high sierra from a bootable media, but got this error message, see attached picture. What I tried:

Use the same booting media to do the installation on an external hard drive from another working iMac. Successfully installed.
Then Connect this external hard drive back to this “issued” iMac, and select it as booting drive. It booted successfully, no problem at all.
The internal hard drive from this “issued” iMac passed hardware test though, so, the issue is not the internal hard drive though.

Any ideas what could be wrong here?

I would see what diagnostics tells us.

Restart the system using a USB wired keyboard press the D key after you restart the system to enter the onboard diags.

@danj -- I did try that, but just taking forever and won't enter into the diagnostic interface, I guess maybe Apple no longer have that program stored to be run online?

@lovecd - Somethings off here as the onboard should have worked! Mac startup key combinations

D: Start up to the Apple Diagnostics utility. Or use Option-D to start up to this utility over the internet.

@danj - just tried it again, still the same thing, see the picture I added, it is just keep spinning, but never get through to diagnostic menu at all. Any thoughts?

@lovecd - Time to create a bootable OS installer drive using a 32GB thumb drive. Download the OS installer file from here on another Mac system and reformat the USB drive to a GUID journaled file system

How to download and install macOS then copy over to it the OS installer package and following this Create a bootable installer for macOS. Then all you need to do is startup your iMac with it to install the OS.

@danj - Hi Dan, the initial installation I performed is from a USB installer I created before, but it failed to do the installation on this iMac, but it can be installed successfully on other iMac I have. So, is the option you proposed different from mine?
