Why is the back cover adhesive so weak? (and how to reapply it?)

I've had this phone for about a year. The cover is already loose at the bottom, and basically only held in place by the adhesive near the camera, as the rest is almost gone. What glue/adhesive do I use and how to apply it to fix this?
