My Makita xwt15 impact wrench I can turn the anvil freely by hand
The moter turns but the anvil doesn't. I can turn the anvil by hand freely it feels like it touches the hammer slightly every full turn

If there is any chance it is under warranty then it might be worth contacting Makita directly and working with them to have it repaired (completely free if under warranty, or they can give you an estimate), here is the link: https://www.makitatools.com/service/dire...
Also looks like it could be an issue with the anvil assembly, here is a site that had a good diagram of the internals with labels:
