@maximusgabriel, can you clarify the problem you're seeing? I can't quite make out what it is you're trying to describe. You mention a touch screen issue, implying it's not the LCD but rather the digitizer that's the problem, but then you say the bottom and top ONLY (?) register touch. I don't understand what you mean by that, so if you could elaborate we'll be in a much better position to help you figure out what's wrong.
You will likely need to buy a replacement screen and follow this procedure. The screen should come with the touch digitizer which seems to be the problematic component in your device.
