Cannot install Mac OS folder with question mark

So I have this MacBook Pro I have 240 GB SSD installed (see photo). I am not able to install or format the SSD to make it work for OSX.

The old owner said it’s functional but didn’t want to work on it.

What can I do to trouble shoot or find out the issue and fix it?

Any advice is appreciated

After formatting the drive and putting in a high sierra bootable usb I now get a circle with a line through it instead of a folder with question mark.

So it isn't booting when you select the USB drive? This is most likely related to the USB media being prepared incorrectly, especially if the SSD has been formatted.

I believe that your Mac supports SATA III SSD's and shouldn't have issues even with newer SSD's like that one, but could you share the specifics on the SSD model number? Do you have another machine you can put this drive into to validate that the drive is actually good?

Another thought is that the cable which mates with the motherboard looks a little dirty on the connector side. It wouldn't be a bad idea to gently clean it with isopropyl alcohol.

I formatted it on my 2012 pro.

Its an 860 Samsung 240 GB

I was wondering if that could be an issue I’ll give it a clean and retry

@wesleytoulouse - You maybe facing a firmware issue if the system wasn’t upgraded to High Sierra (APFS) Vs the older Sierra (HFS+) which is when the firmware is upgraded. This gets into how you setup on the USB thumb drive - GUID with a journaled file system and installing the Sierra installer onto it and then converting it into a bootable installer.
