I am not getting any spark on my G14 Yamaha

I am only getting.3 volts to the orange wire going to the coil. Not getting any spark. I have replaced the igniter, flywheel trigger and rebuilt the entire wiring harness. Maybe the new igniter is faulty?

Update (04/21/24)

It is a 1996 with the J38 engine.
