The S20 shipped with Android 10 pre-installed and can be upgraded to Android 13. There was never an Android version 9 for this handset.
You should bear in mind that downgrading from Android 13 can be tricky because the bootloader in Android 13 contains Anti-Rollback protection. While it isn't impossible to roll back to a previous version, it is a complicated procedure which will probably require a Samsung technician to perform.
I would search online for other users' opinions on whether upgrading to Android 13 is a smart move with this handset as you may be stuck with it if it doesn't perform as well as before.
