Was it like that when you bought it?
It looks like the water cooling reservoir is either not installed correctly or is not compatible with the case it is in.
Here's the user manual for the water cooler (model FLT240?) that may help.
What is the make and model number of the PC case?
If you bought it like that take it back to where you bought it from and show them the problem.
