My 2002 beetle is over heating.

My '02 beetle is overheating. I think the cooling fan died, I don't hear it go on at all. It doesn't appear to be a fuse. Haven't check the thermostat, but the upper hose is hot during operation.

So, I'm assuming someone with mechanical knowledge might read this.

The cooling fan isn't running, therefore, there is an electrical issue. The fuse isn't blown. The car has electronic issues, i.e., there might be a short in the wiring. It could also be a computer malfunction. I can't see the front of the fan without removing the front bumper. I am assuming someone with VW experience may already have encountered this problem and might have suggestions.
