Why my phone is not going to reboot menu after turn on

my phone is not going to reboot menu instead of this when the reboot menu is come and after 5-10 millisecond it is offing and again like

i put in to the charger my phone to my power bank and after this i took it and it was very hot so that I think

i had one more mobile phone xiaomi redmi note 7

and when i wanted to do it when like you want to reboot menu and you are clicking the power button and volume+ button and you are stopping click the buttons after seeing the mi mark and i also checked that after seeing the MI mark if you will clicking the power button it will be like my redmi9 phone that is the problem
