Splutch won't shift out of spin mode

I am working on a VMW washer. After replacing the splutch and shift actuator, I am still having the same problem.

If I remove the actuator and manually shift the splutch into spin mode so that the teeth are fully engaged, I try to shift it out of spin by hand, but it won't budge. Also when I install an actuator, and run the machine in agitate mode, the actuator is unable to shift the splutch out of spin. It just makes clicking sounds while trying to shift.

I can manually shift it out of spin if I turn the pulley by hand at the same time.
