When turning on my PS4, I reach the storage check scene which completes fully. After this, no output is shown and its blank, but the console is still on.
Booting to Safe mode also doesn’t display any content either. Does anyone know likely culprits for this type of problem? I worry that it has something to do with the underlying firmware.

Hi!
First of all, I would try a new or known working harddisk and see how that goes. Just replace it and install the software as new.
If it happens again after this, then it could be firmware related... But let's see how that goes.

How would I go about installing new software to the drive without safe mode? I'm able to use a utility on a computer if I need to.

Please make sure you get the PS4 console reinstallation file. NOT the update file.
When you put a new HDD in, you can install the software right away.
