1999 626es overheating both fans working replaced thermostat still backing up in overflow tank maybe radiator clogged and if so how to unclog

The symptom of "water backing up in the overflow tank" is most likely air bubbles that are being created by a blown head gasket.

Time to take it to a repair shop.
